people should be fined hefty sum without bribe in picture...thats the only way..and for that the whole system shud b changed

Well i m afraid not!coz i read an article jus a day back where even the supreme court has said tht nothin can b done with this country! the weirdest thing is ppl spit exactly where its written "DONT SPIT"!!thts the irony of being in India.
